My 3 month old puppy is running awat what do i do?

When my 3 month old puppy is at the door and wines we let him out to go pee. Sometimes she runs away on us into the front yard. When we come close to him he wil run like it’s a game. I was thinking that I could buy an electric fence for him but it was $199.00. I only have $100.00. I wan’t him to be safe and not run into the road but I don’t have the money. Another problem is that we live be hind a HUGE field and thats where we usally walk him. If we somehow buy the fence we won’t be able to walk him in the field. I was thinking to make it go around are whole back yard and leave the back of are yard open, but then he will run into the field and run away. We also have a hill be hind us and if you go up it then down it you will be in the field. So if he runs onto the hill he could run all the way along it (1/4 of a mile long) and end up on a VERY buzy streat. well thank you for your time reading, now you just need to awnser.
